Community Choice Aggregation in NH:

Local Control, Real Impact

The City of Laconia is pleased to introduce its first electricity supply program, Laconia Community Choice Aggregation (CCA), to help reduce electricity costs and offer budget certainty to the ratepayers of the town. The Laconia CCA program enables the city to come together and buy electricity as a group, aiming to offer residents and local businesses more stable, competitive rates, and an alternative to Eversource Default Service.

How the Program Works

City of Laconia selects a Program Supplier (Direct Energy Services, LLC, “Direct Energy”) through a competitive process → Utility (Eversource) continues delivery & billing → Eligible Consumers are enrolled by default unless they opt-out.

  • Eligible Consumers are residential and business consumers taking default energy service from the utility (and not currently with a competitive supplier).  
  • Eligible Consumers will be enrolled unless they affirmatively opt-out during the Opt-Out Notice Period.  
  • Consumers currently taking supply from a competitive supplier are not automatically enrolled unless they voluntarily opt-in.  
  • Participation is voluntary, and participating consumers retain the right to opt-out without penalty.

How to Opt-out

Opt-out by March 27th in order to enroll by your first meter read date. You may opt-out or opt-in at any time. Changes take effect on your next meter read.

 The Laconia CCA offers a 7-month rate of $0.10286 per kilowatt hour (kWh) through 10/31/26, compared to Eversource’s rate of $0.11303 per kWh until 7/31/26. The rate difference for the first four months is $0.01017 per kWh. Program prices apply to service beginning and ending on the days of the month that your meter is read.

Laconia’s CCA supply will meet or exceed the New Hampshire Renewable Portfolio Standard (RPS) requirements. Optional higher-renewable products (50% and 100%) may be offered in the future.

What is Community Choice Aggregation (CCA)?
CCA is a municipal program designed to promote consumer interests in competitive electricity supply markets by aggregating eligible consumers and negotiating supply terms and pricing.
Will I still receive a bill fromEversource?
Yes. Utility delivery, billing, and outage response remain with Eversource. The Program affects supply charges only.
Can I opt-out later?
Yes. You may opt out at any time without fees or penalties; the change takes effect on your next meter read.
What happens if I already have a third-party supplier?
You will not be automatically enrolled and will remain with your current supplier. You can opt-in to the aggregation at any time; check your current contract for any early termination fees.

Special Cases & Important Notes

  • Tax-Exempt Customers: Your tax-exempt status remains unchanged. Provide your exemption certificate to Direct Energy Services, LLC so it applies to the supply portion of your bill.
  • Budget Billing (Budget Plans): Eversource maintains budget billing for the delivery portion. The supply portion from Direct Energy  appears at the contracted per-kWh rate.
  • Net Metering (solar): If you export to the grid, Eversource will not credit exports while enrolled in the CCA program. Net consumers (use > generate annually) may still benefit; net producers (generate > use annually) are advised to opt-out.
  • Already with a Competitive Supplier: You won’t be automatically enrolled. You may opt-in at any time; check your current contract for any early termination fees. The CCA has no enrollment or exit fees.
  • Net Metering Customers: Eversource will not credit exports; opt-out is advised.
  • Solar & Community Solar Customers: Review potential impacts before participating.
  • Energy Assistance (EAP) Customers: You will continue receiving existing benefits.
  • Competitive Supply Customers: Must opt-out to retain your current supplier.
