Local Control, Real Impact

The Town of Windham is pleased to introduce its first electricity supply program, Windham Community Choice Aggregation (CCA), to help reduce electricity costs and offer budget certainty to the ratepayers of the town. The Windham CCA program enables our town to come together and buy electricity as a group, aiming to offer residents and local businesses more stable, competitive rates, and an alternative to Eversource and Liberty.

How the Program Works

Town of Windham selects a supplier (First Point Power)
→ Utility (Eversource or Liberty) continues delivery & billing
→ You (Resident/Business) are enrolled by default unless you opt out

  • Eligible consumers include residential and business customers currently receiving default service from Eversource or Liberty.  
  • Customers currently under contract with a third-party competitive supplier will not be automatically enrolled.
  •  Participation is voluntary; you may opt out at any time with no penalty and opt in later with no entry fee.

Aggregation Committee Established

Town of Windham established the Community Choice Aggregation Committee.

CCA Plan Approved

Windham voters approved the CCA Plan on Town Meeting Day by a majority vote.

Consulting Agreement Executed

Windham and Freedom Energy Logistics formalized the CCA Consulting Agreement.

PUC Approval Granted

NH PUC approved Windham’s Community Choice Aggregation Plan.

Supply Agreement Executed

Executed electricity supply agreement with First Point Power.

Renewal Agreement Signed

The City of Windham executed a new electricity supply agreement with
First Point Power for the continuation of Windham’s CCA Program.


Mailers Distributed to Non-CCA Program Participants

Opt Out mailers are sent to eligible Windham residents and businesses who
currently are not Windham CCA Program participants.


Official Opt Out Period

Non-CCA Program participants who receive the October 21 opt out notification letter may opt out during the official window.


Opt Out Deadline

Non-CCA Program participants need to opt out by November 25 to remain on Eversource Default Service.


Program Renewal BEGINS

The renewed Windham Community Power program begins with First Point Power at a fixed rate of $0.13608 per kWh for a 12-month term through October 31, 2027. No action is required for current Windham CCA Program participants.


New Participants Begin Service

Non-CCA Program participants who join the program after receiving the October 21 letter begin service with their first meter read in December.

The Windham CCA currently offers a rate of $0.10406 per kilowatt-hour (kWh) through 10/31/2026, compared to Eversource’s rate of $0.14009 per kWh and Liberty’s rate of $0.15835 per kWh, effective 8/1/2026 through 1/31/2027. Beginning 11/1/2026, Windham CCA customers can choose from four renewable energy rate options: $0.13408 per kWh for Windham Basic (No Additional, Voluntary NH Class I RECs), $0.13608 per kWh for Windham Default (5% Additional, Voluntary NH Class I RECs), $0.15408 per kWh for Windham 50% (50% Additional, Voluntary NH Class I RECs), or $0.16808 per kWh for Windham 100% (100% Additional, Voluntary NH Class I RECs). Program prices apply to service beginning and ending on the days of the month that your meter is read.

Windham’s CCA program meets the New Hampshire Renewable Portfolio Standard (RPS) requirements.

The default program includes 5% NH Class I renewable energy, which supports generation from renewable sources such as wind and solar.

Customers may also choose higher renewable options:

• 50% Renewable Energy
• 100% Renewable Energy

Higher renewable options support additional clean energy development in the regional power grid.

What is Community Choice Aggregation (CCA)?
CCA allows cities/towns to purchase electricity in bulk on behalf of residents to secure better rates.
Will I still receive a bill from my utility?
Yes. Participation is voluntary. You may opt out at any time with no penalty. Changes typically take effect on your next meter read.
Can I opt out later?
Yes. You may opt out at any time without fees or penalties; the change takes effect on your next meter read.
What happens if I already have a third-party supplier?
You will not be automatically enrolled and will remain with your current supplier. You can opt in to the aggregation at any time; check your current contract for any early termination fees.

Special Cases & Important Notes

Tax-Exempt Customers
Your tax-exempt status remains unchanged. Provide your exemption certificate to
First Point Power so it applies to the supply portion of your bill.
Budget Billing (Budget Plans)
Eversource and Liberty maintains budget billing for the delivery portion.
The supply portion from First Point Power appears at the contracted per-kWh rate.
Net Metering (Solar)
If you export electricity to the grid, Eversource or Liberty may not credit exports while enrolled in the CCA program.
Net metering customers are advised to opt out.
Already with a Competitive Supplier
You won’t be automatically enrolled. You may opt in at any time; check your current supplier contract
for any early termination fees. The CCA has no enrollment or exit fees.
Solar & Community Solar Customers
If you participate in solar or community solar programs, review potential impacts before enrolling in the CCA program.
Energy Assistance (EAP) Customers
You will continue receiving your existing energy assistance benefits.
Competitive Supply Customers
Customers currently receiving supply from a competitive supplier should not be impacted by the Merrimack CCA.
You will not be automatically enrolled unless you return to default supply.
