What is Community Choice Aggregation?

Community Choice Aggregation, or CCA, provides Maine municipalities with a new way to procure electricity for eligible residents and small businesses. Through CCA, communities can use their collective purchasing power to pursue competitive electricity supply options, renewable energy goals, and greater long-term price stability. CCA in Maine was authorized through LD 2112, signed into law on April 13, 2026, establishing the framework for municipalities and federally recognized Indian tribes to develop Community Choice Aggregation programs.

How It Works in Maine

  • Local Purchasing Power
    Municipalities can pool electricity demand to negotiate supply contracts on behalf of eligible customers. 
  • Voter Approval Required
    A CCA program must be approved by a majority vote at a municipal election before implementation. 
  • Opt‑Out Enrollment
    Residential and small commercial customers on utility default service are automatically enrolled, with the option to opt out at any time.

How are residents and participants billed under the CCA Program?  

Customers will continue to receive a single bill from their utility provider. The only change will be a new line item on your bill showing the CCA Program supply charge—this replaces your utility’s default supply rate. Your utility will still send the bill as usual. 

Will any of my current utility services be affected by joining this program?

No. All essential utility services, including budget billing, electronic payments, payment arrangements, energy assistance, and energy efficiency programs, will remain unaffected.

Is it possible to join the program after the initial launch has completed?

Yes. Customers are welcome to opt into the program even after the initial launch period, offering ongoing accessibility to the program.

Can I opt out of the Community Choice Aggregation program after it has started?

Yes. Consumers have complete freedom to opt out of the program at any time after its launch, without facing any penalties. This ensures flexibility and control over your energy choices.

Should I participate in the program if I am already engaged in net metering?

No. If you are net metering solar on your roof or behind the meter, you should opt out of the CCA program.   

Will my local utility company still be responsible for my electricity service?

Yes. Your local utility company will continue to maintain service reliability. In case of a power outage or any service disruption, you should directly contact your utility provider as usual.

Maine CCA Legislative Status

Maine authorized Community Choice Aggregation through LD 2112, signed into law on April 13, 2026, as Public Law Chapter 665. CCA is currently in the implementation stage, with the Maine Public Utilities Commission developing rules for program approval, enrollment, customer protections, and other requirements. Individual programs must complete local approval and regulatory review before launching.
