Community Choice Aggregation in NH:

Local Control, Real Impact

The Town of Merrimack is pleased to introduce its first electricity supply program, Merrimack Community Choice Aggregation (CCA), to help reduce electricity costs and offer budget certainty to the ratepayers of the town. The Merrimack CCA program enables our town to come together and buy electricity as a group, aiming to offer residents and local businesses more stable, competitive rates, and an alternative to Eversource.

How the Program Works

Town of Merrimack selects a supplier (First Point Power)
→ Utility (Eversource) continues delivery & billing
→ You (Resident/Business) are enrolled by default unless you opt out

  • Eligible consumers include residential and business customers currently receiving default service from Eversource.  
  • Customers currently under contract with a third-party competitive supplier will not be automatically enrolled.
  •  Participation is voluntary; you may opt out at any time with no penalty and opt in later with no entry fee.

Aggregation Committee Established

Town of Merrimack established the Community Choice Aggregation Committee.

Public Input Sessions

Town hosted two public input sessions regarding the proposed CCA Plan.

CCA Plan Approved

Merrimack voters approved the CCA Plan on Town Meeting Day by a majority vote.

Consulting Agreement Executed

Merrimack and Freedom Energy Logistics formalized the CCA Consulting Agreement.

Plan Filed with NH PUC

Merrimack filed its approved CCA Plan with the New Hampshire Public Utilities Commission.

PUC Approval Granted

NH PUC approved Merrimack’s Community Choice Aggregation Plan.

Supply Agreement Executed

Executed electricity supply agreement with First Point Power.

Notify PUC & Utility

Notify the NH Public Utilities Commission and Eversource of the April 1 program start.

The Merrimack CCA offers a 7-month rate of $0.09699 per kilowatt hour (kwh) through November 1, 2026, compared to Eversource’s rate of $0.11303 per kWh until July 31, 2026. The rate difference for first four months is $0.01604 per kWh. Program prices apply to service beginning and ending on the days of the month that your meter is read.

Merrimack’s CCA supply will meet or exceed the New Hampshire Renewable Portfolio Standard (RPS) requirements. Optional higher-renewable products (50% and 100%) may be offered in the future.

You will keep getting one bill from Eversource NH. Delivery, outages, and meter reading stay with Eversource. The only change is on the Supply Services line: it will show First Point Power and the CCA rate. All other charges and payment methods remain the same.

Frequently Asked CCA Questions 

What is Community Choice Aggregation (CCA)?
CCA allows cities/towns to purchase electricity in bulk on behalf of residents to secure better rates.
Will I still receive a bill from my utility?
Yes. Participation is voluntary. You may opt out at any time with no penalty. Changes typically take effect on your next meter read.
Can I opt out later?
Yes. You may opt out at any time without fees or penalties; the change takes effect on your next meter read.
What happens if I already have a third-party supplier?
You will not be automatically enrolled and will remain with your current supplier. You can opt in to the aggregation at any time; check your current contract for any early termination fees.

Special Cases & Important Notes

Tax-Exempt Customers
Your tax-exempt status remains unchanged. Provide your exemption certificate to
First Point Power so it applies to the supply portion of your bill.
Budget Billing (Budget Plans)
Eversource maintains budget billing for the delivery portion.
The supply portion from First Point Power appears at the contracted per-kWh rate.
Net Metering (Solar)
If you export electricity to the grid, Eversource may not credit exports while enrolled in the CCA program.
Net metering customers are advised to opt out.
Already with a Competitive Supplier
You won’t be automatically enrolled. You may opt in at any time; check your current supplier contract
for any early termination fees. The CCA has no enrollment or exit fees.
Solar & Community Solar Customers
If you participate in solar or community solar programs, review potential impacts before enrolling in the CCA program.
Energy Assistance (EAP) Customers
You will continue receiving your existing energy assistance benefits.
Competitive Supply Customers
Customers currently receiving supply from a competitive supplier should not be impacted by the Merrimack CCA.
You will not be automatically enrolled unless you return to default supply.
