Local Control, Real Impact

The Town of Salem is pleased to introduce its first electricity supply program, Salem Community Choice Aggregation (CCA), to help reduce electricity costs and offer budget certainty to the ratepayers of the town. The Salem CCA program enables our town to come together and buy electricity as a group, aiming to offer residents and local businesses more stable, competitive rates, and an alternative to Liberty Default Service.

How the Program Works

You (Resident/Business) are enrolled by default unless you opt out

  • Default Service customers will receive a notification letter and be automatically enrolled unless they opt out by October 31, 2025.
  • Participation is voluntary; you may opt out any time with no fee (effective on your next meter read).
  • Liberty continues to deliver electricity, maintain lines, respond to outages, and send one bill.

How to Opt out

Residents will be automatically enrolled unless they choose to opt out before October 31, 2025. Opting out later is allowed at any time with no penalty.

Note: If you already have a competitive electricity supplier, you will not be automatically enrolled. You can opt in at any time (check for any early termination fees with your current supplier).

Program prices apply to service beginning and ending on the days of the month that your meter is read. The Salem CCA offers a 24-month rate of $0.11180 per kilowatt hour (kWh), compared to Liberty’s rate of $0.124 until February 2026.

Frequently Asked CCA Questions 

What is Community Choice Aggregation (CCA)?
CCA allows cities/towns to purchase electricity in bulk on behalf of residents to secure better rates.
Will I still receive a bill from Liberty?
Yes. Liberty will continue to send your electricity bill and provide delivery service. The Supply Services line will show the Salem CCA supplier and rate.
Can I opt out later?
Yes. You may opt out at any time without fees or penalties; the change takes effect on your next meter read.
What happens if I already have a third-party supplier?
You will not be automatically enrolled and will remain with your current supplier. You can opt in to the aggregation at any time; check your current contract for any early termination fees.

Special Cases & Important Notes

  • Tax-Exempt Customers: Your tax-exempt status remains unchanged. Provide your exemption certificate to First Point Power so it applies to the supply portion of your bill.
  • Budget Billing (Budget Plans): Liberty maintains budget billing for the delivery portion. The supply portion from First Point Power appears at the contracted per-kWh rate.
  • Net Metering (solar): If you export to the grid, Liberty will not credit exports while enrolled in the CCA program. Net consumers (use > generate annually) may still benefit; net producers (generate > use annually) are advised to opt out.
  • Already with a Competitive Supplier: You won’t be automatically enrolled. You may opt in at any time; check your current contract for any early termination fees. The CCA has no enrollment or exit fees.
  • Net Metering Customers: Liberty will not credit exports; opt-out is advised.
  • Solar & Community Solar Customers: Review potential impacts before participating.
  • Energy Assistance (EAP) Customers: You will continue receiving existing benefits.
  • Competitive Supply Customers: Must opt out to retain your current supplier.
