What is Community Choice Aggregation?
Community Choice Aggregation (CCA), also known as Community Power in New Hampshire, is a program that allows cities and towns to purchase electricity on behalf of their residents and businesses. While the utility still handles delivery and billing, the municipality chooses the power supplier. This gives communities more control over electricity costs and sourcing.
How It Works in New Hampshire
New Hampshire's CCA law (RSA 53-E) allows municipalities to launch a community power program. Residents are automatically enrolled, but they can opt out at any time with no penalty. The local utility still delivers the electricity and sends the bill, but the supply rate is set by the community's chosen provider.

How are residents and participants billed under the CCA Program?
Customers will continue to receive a single bill from their utility provider. The only change will be a new line item on your bill showing the CCA Program supply charge—this replaces your utility's default supply rate. Your utility (e.g. Eversource, Liberty, or Unitil) will still send the bill as usual.

Will any of my current utility services be affected by joining this program?
No. All essential utility services, including budget billing, electronic payments, payment arrangements, energy assistance, and energy efficiency programs, will remain unaffected.

Is it possible to join the program after the initial launch has completed?
Yes. Customers are welcome to opt into the program even after the initial launch period, offering ongoing accessibility to the program.

Can I opt out of the Community Choice Aggregation program after it has started?
Yes. Consumers have complete freedom to opt out of the program at any time after its launch, without facing any penalties. This ensures flexibility and control over your energy choices.

Should I participate in the program if I am already engaged in net metering?
No. If you are net metering solar on your roof or behind the meter, you should opt out of the CCA program.

Will my local utility company still be responsible for my electricity service?
Yes. Your local utility company will continue to maintain service reliability. In case of a power outage or any service disruption, you should directly contact your utility provider as usual.

not receive credits for exported electricity. To continue receiving your net metering credits,
