2024 Massachusetts Municipal Update

In 2024, energy markets across Massachusetts faced continued volatility, with significant fluctuations in electricity and natural gas prices. Despite these challenges, Freedom Energy successfully guided our municipal clients, delivering over $11 million in savings through strategic procurement.
Key trends included proactive contract management and renewable energy planning. Our team focused on Massachusetts Class I Renewable Energy Credits (RECs), essential for meeting climate commitments despite their higher costs.
Utility rates in Massachusetts finally saw relief, declining after record highs in 2023. Thanks to Freedom Energy’s expertise, municipalities secured favorable market rates rather than being locked into contracts based on expiration dates.

- Spreading winter energy costs
- Gradually increasing REC percentages
- Implementing a laddered renewable energy procurement strategy
This helps municipalities progress toward their net-zero carbon goals while maintaining budget stability.

FY25-27 Accelerating Climate Resilience (ACR) Grants: MAPC is accepting Expressions of Interest (EOI) for the FY25-27 Accelerating Climate Resilience (ACR) Grant program. For the first time ever, in addition to the 101 Greater Boston cities and towns, eligible lead applicants can also include entities and/or organizations that work in, and serve, the people of the MAPC region. Eligible organizations are defined as local 501(c)(3) community-based organizations (CBOs), tribes, and Indigenous communities. CBOs without 501(c)(3) status are encouraged to partner with their municipality to submit an application. EOI Submission Deadline: April 9, 2025. Schedule time to discuss with MAPC (March 24 – April 14, 2025) here. These office hours are to support interested communities and organizations with their project ideas. If you are interested, please complete and submit an Expression of Interest (EOI) form and schedule a time to meet with MAPC.
MVP Action Grant: The Executive Office of Energy and Environmental Affairs is accepting proposals for its FY26 Municipal Vulnerability Preparedness (MVP) Action Grant Program. The MVP Program helps communities in Massachusetts implement projects that help to prepare for climate change impacts. The FY26 program includes a dedicated funding set-aside for rural and small towns. Watch a recording of the recent informational webinar and apply by Friday, April 4, 2025, at 2 pm.
MassDEP Micro-Grants: Applications for this year’s MassDEP Reduce, Reuse, Repair Micro-Grants open on April 15th. The deadline to apply is May 15, 2025. Micro-Grant awards range from $3,000 (min) to $10,000 (max) for projects that reduce waste through reuse, repair, donation, sharing, and/or rescue. Nonprofits, businesses, schools and colleges, regional authorities, and municipalities are all eligible to apply. MassDEP will host a virtual information session on April 1st from 10:00–11:00 a.m., which you can register for here. Questions may be submitted in writing to leah.kelleher@mass.gov between April 15th and April 29th.
MA TechHubs: The Massachusetts TechHubs Program (MA TechHubs) is a place-based economic development initiative aimed at strengthening regional innovation ecosystems across the state. Through this program, awards will be made as MA TechHub designations and grant funding support to regions across Massachusetts to enhance their innovation capacity and increase their visibility as emerging or established centers of technological progress. Market Update: New England Spot Market and Futures Electricity and Natural Gas Price Summary

New England’s energy markets experienced significant volatility this winter, driven by colder-than-expected temperatures and increasing LNG demand.
Key Highlights:
- NOAA had forecasted above-average temperatures for December through February, but January was the coldest since 1988
- Spot market energy prices surged to their highest in six years
- January electricity prices averaged 13.6 cents per kWh
- The first three weeks of February spiked to 14.6 cents per kWh
Future Energy Price Trends:
- Natural gas and electricity prices will continue to be influenced by weather patterns and storage inventories
- Mild early winter and robust natural gas storage inventory led to a temporary decline in futures prices
- From November through February, prices climbed steadily due to record LNG exports and European demand
Storage and Pricing Factors:
- Storage levels rebounded in Q4 but dropped below the 5-year average during the cold winter months
- Record LNG exports in March pushed natural gas futures above $4

A reliable password manager is like waxing your car. It not only stores your passphrases safely but also strengthens them and keeps them in top condition. Open-source managers that are vetted by the security community are best.
4. Let Your Manager Do the Work
Allow your password manager to generate strong, unique passwords for each website—think of this as cleaning your windows with glass cleaner for better visibility and safety.
5. Regular Maintenance
Just like your car needs tune-ups, your cybersecurity hygiene needs frequent checks. Make updating your passwords and reviewing your digital security a habit.
By sticking to these best practices, you’ll be well on your way to ensuring your digital world stays secure, shiny, and smooth—just like a freshly detailed car.
